HIGHER AUTHORITIES GOVERNMENT IN RUSSIA INBOARDANNA IOANOVNA

The article reviews the history of the creation of the Cabinet of Ministers of the board of Anna Ivanovna, explored the role and importance of the highest authority in the history of Russia. The author relies to a large amount of legislation that came from the pen drive. Feature article is the fullness of addressing issues related to the situation of the Cabinet of Ministers, such as the emergence of the order of its basic functions. The author draws parallels to the peculiarities of the provisions of the Supreme Privy Council and Cabinet in the administration of the country as a whole. The article also discussed and major changes in the position of another higher authority – the Senate, established by Peter I. The author points out Anna’s attempts to reduce the role of the Senate in the administration of the Russian Empire.
