THE MAIN FACTOR OF HOMELESS CHILDREN SOCIALIZATION IN THE YEARS OF THE GREAT PATRIOTIC WAR (IN OMSK REGION)

The paper considers the problems of organizing educational work in the orphanages and foster homes of Omsk region in the years of the Great Patriotic war. The author analyses governmental organizations activities for supporting the child welfare institutions with qualified personnel. The evacuated orphanages and foster homes took professional teachers and tutors along. The newly established institutions desperately needed personnel. Many workers were mobilized. The arrangements made by the regional administration allowed improving the personnel quality and rearrange the workers among the child welfare institutions. The teacher’s training schools sent their graduates to orphanages and foster homes. Reduction of education budgeting made the difficult situation with textbooks, study guides and schoolbooks even worse. The author analyses the changes in curricula and moral building programs implied by the war time. The good organizational level of the educational process allowed solving the problems of social services and homeless children rehabilitation.
