SELF-GOVERNANCE OF YAKUTIA’S YUKAGHIRS: HISTORY AND MODERNITY

The article devotes the history of formation of local self-governance of Yakutia’s Yukaghirs. The author’s attention is concentrated on the traditional yukaghir territories in Upper and Lower Kolyma areas. An attempt was made to identify the regional and ethnic characteristics of the formation and activities of local governments. Analyzed the history of legal regulation of this issue. The characteristics of Nelemnoye and Olera Soviets. The reform of the Soviet system are taking on the examples of ethnic characteristics. Showing the mechanisms of rural councils to replace the public authorities of Sakha (Yakutia ) and the history of the formation of the Yukaghir municipality - Suktul. Given the results of the survey , describing the population’s attitude to Suktul, and Stages of development of the system of local government Yakutia’s Yukaghirs. The author is led for the first time in a number of sources.
