FORMATION OF LAW-ENFORCEMENT SYSTEM IN SARATOV IN 1920-IES AND DAILY LIFE OF THEIR EMPLOYEES

In this article in an example of regional material formation of law-enforcement system in 1920-ies is considered. In the beginning bolsheviks offered idea of «popular militia», later they refused from it in view of its groundlessness. In 1917–1920-ies were undertaken attempts to transform militia in the public organization, however the given measure shown the inefficiency. The heavy financial position of employees of militia, lack of the staff adversely affected work of municipal militia. The percent of crime detection was low. It is interesting to consider a daily life of employees of law-enforcement system. The small salary, difficulties with the foodstuffs and uniform caused a heavy financial position of militiamen. At the same time club, library, various circles of municipal militia functioned that promoted development of creative potential and making of the saturated cultural life.
