The article is dedicated to the first research institute of hard and technical sciences in the oriental part of Russia. The history of scientific research development in atmospheric optics and first Tomsk field-oriented academic institute (Institute of Atmospheric Optics, Siberian division of USSR Academy of Science) establishment is reconstructed on the basis of the available academic works, documental materials, including the ones introduced into research use for the first time, and the printed media. In the 1960s Siberian Physicotechnical Institute reached the tangible scientific results in optics and spectroscopy. That enabled to establish an independent academic institute on the basis on infrared rays laboratory. The crucial factor which accelerated promoting the issue of creating an academic research institute was the personal contribution of V. Zuev, the future member of USSR Academy of Sciences, and E. Ligachev, the first Secretary of Tomsk committee of the Communist party. The article is intended for those who are interested in the Russian history and the history of higher education and science.
