The characteristic of the personnel selection spent by controls and party structures in machine-building and instrument-making industries in Krasnodar territory is given and the Rostov area in 1970th the degree of development of a theme in the historical literature Is considered, available blanks in its studying are designated. On the basis of the scientific literature and archival materials the actions, spent structures of the CPSU within 1970th in sphere of the personnel selection, promoted preparation of the scientific staff of the top skills, effective introduction of scientific achievements in industrial production of Kuban and Don are studied. Lacks and the miscalculations admitted by a party and state management at work with the scientific and technical staff, caused falling of the social status of technical officers, prestigiousnesses and prospects of their work in the Soviet society are opened.
