THE PRINCIPLES OF AGRARIAN POLICY IN THE PERIOD OF KHRUSHCHEV`S THAW (CASE OF WESTERN SIBERIA)

The article conducts the analysis of development and interaction of all historically prevailing forms of property: kolkhoz-cooperative, state, and a personal utility households of agricultural workers, from the standpoint of real embodiment of the principle of multistructuralism in agriculture, other principles of agricultural transformations in the period 1953 – 1964 years in the Western Siberia are also explored. The principles of agrarian policy emerged in the period of Khrushchev’s thaw, when agriculture started to convert from a source of accumulation for industry to independent sector of development. In fact, in the 1950s – 1960s agriculture had been viewed, as any other sector of the economy from standpoint of profitability. Within framework of conservative-democratic policy in the researched period the formation and real implementation of agricultural policy took place.
