ORGANIZATION OF WORK OF ORGANS OF MUNICIPAL SELF-GOVERNMENT IN SIBERIA IN SOCIOCULTURAL SPHERE IN THE PERIOD OF SOCIAL CATACLYSMS (FEBRUARY 1917 – THE FIRST HALF 1918)

Outlines the basic directions of activity of the municipal government in Siberia in socio-cultural sphere in the period of social cataclysms (February 1917 - the first half of 1918). Presents the policy of local authorities in the areas of health, education, culture, organization of leisure of the population. On the basis of mobilized concrete historical material presents the basic contradictions of the «old» and new city authorities on health development, the factors influencing the implementation of the policy of the municipal authorities in this sphere of activity. The trend this time was the continued funding of the socio-cultural sphere on the «residual principle», and partly a complete absence of financial means for these purposes. The role of public organizations in assisting municipal authorities in the area of socio-cultural activities in the framework of their cultural sections, divisions, and ongoing activities.
