ORGANIZATIONAL BASIS OF FORMATION OF EXECUTIVE IN WESTERN SIBERIA IN 1990–1991

In article process of formation of executive power in the Kemerovo, Novosibirsk and Tomsk areas in 1990-1991 in an implementation context in the country of political reform is analyzed. During this period the conceptual bases of reform of executive power are developed in regions, and depending on features of their political and social and economic development gain the specifics. In the Novosibirsk region where there was no accurate redistribution of executive powers between the Soviet and party bodies, formation of regional executive committee was carried out according to the traditional scheme at the leading role of Regional committee of CPSU. In the Tomsk region the way of formation of the regional executive committee, connected with restriction of its collective nature and adjustment of strict vertical subordination of its structural divisions to the chairman was chosen, and in the Kemerovo region the intermediate option was realized: when forming regional executive committee on the strict hierarchical basis, all functions leading to executive bodies were transferred to a regional council and its presidium.
